21  March 2025 - Wiltshire Council's response to ID1 - Inspectors' Initial Questions published, comprising of:

WC1 - Council's Response to Initial Questions

WC1A - Updated Statement of Common Ground with Natural England

WC1B - Updated Statement of Common Ground with Environment Agency

WC1C - Housing Trajectory Sites & Assessment of Delivery

7 March 2025 - Document ID1 - Inspectors' Initial Questions to the Council published.​

26 February 2025 - A number of new documents have been submitted by the Council. These include information on Strategic Flood Risk Assessment, Transport, Habitat Regulations Assessment, a Position Statement in relation to Policy 15 and several Statements of Common Ground. The documents can be found within an updated List of Evidence Base Documents from page 10 onwards.​

5 February 2025 - Planning Inspector G Wildgoose BSc (Hons) MSc MRTPI additionally appointed as an examining Inspector.

3 February 2025 - Appendix S of the Level 1 Strategic Flood Risk Assessment updated. See Submission Documents List reference SD67S and SD67SA.

13 December 2024 - Planning Inspector P Mileham BA(Hons) MA MRTPI appointed to hold an independent examination of the Local Plan 

28 November 2024 - Wiltshire Local Plan 2020 - 2038 submitted for Examination.

THE INSPECTORS

Planning Inspectors P Mileham BA(Hons) MA MRTPI and G Wildgoose BSc (Hons) MSc MRTPI have been appointed to undertake an independent examination into the soundness and legal compliance of the Wiltshire Local Plan.

The Inspectors' task will be to consider the soundness and legal compliance of the submitted Plan, based on the criteria set out in paragraph 35 of the National Planning Policy Framework 2023 (the Framework) and associated regulations., namely the Planning and Compulsory Purchase Act 2004, the Localism Act 2011 and the Town and Country Planning (Local Planning) (England) Regulations 2012.

The Inspectors will take into account the representations submitted upon the Regulation 19 Draft Plan as far as they relate to soundness and legal compliance considerations. A number of informal debates will take place on the principal matters identified by the Inspectors these are termed Hearing Sessions.

At the end of the Examination, the Inspectors will prepare a report to the Council with precise recommendations, these recommendations may include modifications to the Plan, if such a request is made by the Council.

My role is to act as the point contact for any person who has an interest in the Examination and as a liaison between the Inspector, Local Planning Authority and Representors. ​I am an independent Officer of the Examination and work on behalf of the Inspector to organise and manage the administrative and procedural elements of the Examination process. ​Any matters that anyone wishes to raise with the Inspector should be submitted to me in the first instance.

GUIDANCE NOTES

Guidance Notes will be prepared by the Inspectors to establish the arrangements for the process. Procedural Guidance for Local Plans has also been produced by the Planning Inspectorate, together with a short guide aimed at those participating in a local plan examination for the first time.

In preparing the Plan, the Council both refer to and were informed by a number of documents that together form the 'Evidence Base' for the Examination.
